The Department of Public Works and Environmental Services will hold a virtual forum on Unified Sanitation Districts (USD) with county homeowners' association (HOA) representatives.  To shape the meeting discussion, we would like to hear from you.  Please have one representative from your HOA complete this survey.  We will keep your HOA name confidential when sharing the survey results at the meeting.

USD Overview

Right now, most residents and HOAs arrange their own waste service independently. Under the proposed USD, the county would negotiate contracts with haulers and oversee residential trash and recycling services for neighborhoods across the county. 

This proposal could impact up to 310,000 residents, including those living in detached houses, townhomes, and condominium communities that bring trash to the curb instead of using shared dumpsters. Currently, the county directly provides service to about 10 percent of homes. Under USD, all trash and recycling would be collected by private haulers operating under county-managed contracts. The county itself would not collect waste.
