Proposed Improvements at Hybla Valley Park
Hybla Valley Park (located at 3431 Lockheed Boulevard, in Alexandria) is a modest 2.3-acre community park in the Franconia Supervisory District. It is adjacent to Hybla Valley Elementary School and easily accessible from the surrounding neighborhoods. The park's master plan was approved in 1979 which resulted in the construction of two tennis courts, a tennis practice wall, and a small parking area. A playground, a multi-use court, and picnic area were included in the master plan, but were never developed.
In 2023, the Park Authority completed the Parks, Recreation, Open Space and Access (PROSA) Strategy to provide a framework for equitable access to facilities and amenities throughout FCPA park system. The strategy focuses on access to parks, complete park experiences, habitat connectivity, and prioritization of recreational needs with equity in the forefront. Using this strategic framework, the Park Authority identified Hybla Valley Park as an opportunity for investment that will have a lasting positive impact on the surrounding community.
FCPA is committed to providing a diverse range of recreational opportunities throughout the county. Research in this area indicates the need for additional futsal and basketball opportunities for the surrounding community.
Proposed Improvements
- Transform Tennis Courts to Combination Basketball/Futsal Court. After a review of the recreational experiences at other nearby parks, transforming the tennis courts into a multi-sport court for basketball and futsal serves a need for offering a greater diversity of sport opportunities. There are several opportunities for tennis and pickleball play in the surrounding area, yet limited opportunity for unscheduled soccer play.
- Add a Playground. We propose the installation of a small playground as originally envisioned with the 1979 master plan. It is proposed that play features would serve children of all ages and abilities.
Concept Rendering
The above concept rendering illustrates the option of converting the existing tennis court to a futsal/basketball combination court, converting the practice tennis court into a small playground with an accompanying seating plaza, and an expanded parking lot with accessible spaces.

The Park Authority welcomes feedback from the community on these proposed improvements.
